Peking, July 27, 1907. WITH reference to my telegram No. 82 of the 15th May, I have the honour to inform you that his Excellency Wang called on me to-day and proposed waiting for the conclusion of the Tien-tsin-Chinkiang negotiations, which might then serve as a basis for the arrangement with regard to the Soochow-Ningpo line.
He agreed, however, to commence negotiations on Monday with Mr. Hillier, as I insisted that the signature of the latter Agreement should take place either simul. taneously with or before that of the former.
